- The Sejm heard an address delivered by Vytautas Landsbergis, chairman of Lithuania's Seimas.

Landsbergis pointed to the history of friendships between the two countries going back many centuries. In his opinion, the two countries are united by the shared choice of European and Atlantic integration, which will guarantee peace, security and prosperity.

In his opinion, the eastward shift of the line of Western influence will not create new divisions but will only serve the cause of Russian democracy and Russia's Europeanisation.

Vytautas Landsbergis emphasised that Poland and Lithuania shared the same aims and dangers. He added that Lithuania's security was tantamount to Poland's security. "We have to be together, not one beside the other, and struggle together, not against one another," he said.

On behalf of Lithuania's Seimas, Landsbergis proposed the pursuit of a joint Polish- Lithuanian policy and the beginning of negotiations on mechanisms guaranteeing the holding of regular meetings and long-term cooperation.

In his opinion, a joint Polish-Lithuanian parliamentary institution should be set up; its statements would carry more weight on the international arena than the voice of individual parliaments.

- The Sejm amended the act on the protection of state borders.

The amendment introduces a precise definition of the border zone. That zone will embrace the whole territory of gminas situated long the border or the sea coast. The line defining the extent of the border zone shall be specified by the commander in chief of Border Guard.

- The Sejm passed an act amending the civil procedure code.

It will now be possible to name alternate legal representatives not only in the case of economic entities but also private persons or other organisational units.

- The Sejm passed acts on:

* the attitude of the State to the Pentecostal Church in the Republic of Poland;

* the attitude of the State to the Catholic Mariavite Church in the Republic of Poland;

* the attitude of the State to the Old Catholic Mariavite Church in the Republic of Poland.

The acts regulate the forms of the churches' activities related to religious tuition, the construction of religious premises and engaging in educational activities. The acts abolish the exemption of cars and articles subject to excise duty brought to Poland by religious organisations from import duties. They also envisage the raising of the number of persons required in order to register a church from 15 to 100.

- The Sejm passed an act on the attitude of the State to Jewish religious communities in the Republic of Poland.

Under the act, the communities are to receive deeds to property used by them on the day of the act coming into force. The act also deals with damages or the allocation of land once occupied by synagogues, cemeteries or houses of prayer that used to be owned by the communities.

- The Sejm passed an act amending the act on the commercialisation and privatisation of state enterprises.

The amendments make it easier to determine who is entitled to receive stocks of privatised enterprises from the Treasury free of charge and eliminates the possibility of corporate bodies receiving such stocks without payment.

- The Sejm passed an act amending the act on the insurance of export contracts guaranteed by the Treasury.

The act widens the definition of the goal of export insurance and establishes the Committee on Credit Insurance Policy and Insurance Guarantees.

- The Sejm passed an act amending the act on the establishment of the Farm Restructuring and Modernisation Agency and amending some related acts.

The amendments widen the scope of the Agency's activity by including training, promotion of the development of mutual insurance societies in farming and modernisation of cooperative banks. The Agency will also be able to avail itself of money from the Labour Fund to create new jobs in villages and small towns.

- The Sejm referred back to committee two private members' bills:

* a bill amending the Cooperative Act;

* a bill on special principles of division of cooperatives.

The bills deal with changes and terms of sale of cooperative apartments, the principles of renting owner-type cooperative apartments and the principles governing the splitting up of cooperatives.

- The Sejm referred to committee a government bill on commodity exchanges and warehouses.

The bill lays down detailed principles of establishment and operation of commodity exchanges and warehouses and brokerage activities.

The permission to the operation of a commodity exchange (exclusively in the form of a joint- stock company) shall be issued by the premier and supervision over its operations shall be exercised by the Securities and Exchange Commission.

- The Sejm examined the Senate's requests for changes in the act on the CBOS (opinion research centre) foundation.

The Sejm approved the changes, which were mostly of a technical nature.

- The Sejm examined the Senate's requests for change in the act on the Bank Guaranty Fund and amendments to the Banking Law.

The Sejm endorsed some of the proposed changes.

- The Sejm examined the Senate's requests for changes in the 19979 budget act.

The Sejm granted some of the requests.

- The Sejm upheld the ruling of the Constitutional Tribunal of December 3, 1996 on the unconstitutional nature of Article 67.2 of the act of July 2, 1994 on tenancy and housing supplements.

The Tribunal ruled that the provision of the act which abolished the right to inherit an apartment on account of care over the tenant being taken by a person obliged to provide such care was unconstitutional.

- The Sejm accepted:

* a government report on the problem of sexual molestation of children and ways of counteracting it;

* the Prime Minister's report on the sources, volume, principles and terms of financing of Polish government institutions out of foreign funds;

* a government report on the implementation of the January 7, 1993 act on family planning, the protection of the human foetus and the circumstances in which abortion is permissible for 1995;

* a government report on the implementation of the Sejm resolution of January 19, 1995 on a policy of balanced development.

- The Sejm examined:

* a government report on the advancement of the implementation of the assumptions of the socio-economic policy for the countryside, agriculture and food industry up to 2000, adopted by the Sejm on September 15, 1994;

* a draft resolution on specifying government actions related to the implementation of the policy of balanced development;

* a government report on the implementation of the Sejm resolution of January 19, 1995 on harmonising the state transport policy with the environmental protection policy;

* a government report on the implementation of the Sejm resolution of August 30, 1996 on state policy to benefit families.

- The Sejm introduced changes in the membership of its committees.

- The Sejm refused to acknowledge the report on the implementation of the act of January 7, 1993 on family planning, the protection of the human foetus and the circumstances in which abortion is permissible since its amending on August 30, 1996.

- The Sejm rejected, in the third reading, private members' bills to amend the act on the discharge of their duties by deputies and senators.
